Is Net Zero Losing Momentum—or Simply Changing Course?

This is a question that has attracted significant attention from scientists, technologists, corporations, investors, the media, and policymakers in recent years, particularly in light of recent geopolitical developments. The answer to this million-dollar question is neither simple nor straightforward, as it depends on numerous interconnected factors that may be economic, political, social, environmental, or even geographical in nature. This article attempts to provide a balanced and informed perspective on the issue by examining recent media reports and relevant literature.

So, what are Net Zero Ambitions?

Net Zero ambitions represent the operational response to the climate goals established by the Paris Agreement, reinforced through subsequent COP negotiations, and aligned with the sustainability vision of the UN Sustainable Development Goals, particularly SDG 13 (Climate Action). The Paris Agreement was adopted in 2015 under the United Nations Framework Convention on Climate Change (UNFCCC), with the objective of limiting the increase in global average temperature to well below 2°C above pre-industrial levels while pursuing efforts to restrict warming to 1.5°C.

Achieving these goals requires balancing greenhouse gas emissions produced with the amount of greenhouse gases removed from the atmosphere during the second half of this century. This balance is the foundation of what is now commonly referred to as net-zero emissions. As a result, governments, industries, and organizations around the world have incorporated net-zero targets into their long-term climate and sustainability strategies. International efforts to achieve these goals have been driven through multiple mechanisms, including Nationally Determined Contributions, the Conference of the Parties (COP) negotiations, the United Nations Sustainable Development Goals, regional net-zero policies and targets, and corporate sustainability initiatives. Over the past several years, these collective efforts have generated significant global momentum toward achieving net-zero emissions and addressing climate change.

Is the Net Zero Push Losing Steam?

However, recent developments suggest that net-zero ambitions are facing increasing political and economic challenges. While these ambitions have not disappeared, the pace, credibility, and effectiveness of their implementation are being questioned and, in some cases, reassessed. Several developments over the past few years indicate a degree of policy retrenchment. Notably, some governments have softened climate commitments, postponed implementation deadlines, or scaled back regulatory measures in response to cost-of-living pressures, energy security concerns, economic competitiveness issues, and growing political opposition. These shifts highlight the complex balance policymakers must strike between long-term climate objectives and immediate economic and social priorities.

Over the past year, several major companies have revised, delayed, or reassessed their climate commitments in response to changing economic conditions, market pressures, and evolving business priorities. For example, BP has increased its focus on oil and gas investments while scaling back portions of its planned spending on low-carbon energy initiatives. Such developments have raised concerns among policymakers, investors, and environmental advocates regarding the pace of the corporate transition toward net-zero emissions. Nevertheless, many companies continue to maintain long-term decarbonization goals, even as they adjust their short- and medium-term strategies to address financial and operational challenges. In addition, several major banks and financial institutions have withdrawn from climate-focused initiatives, including the Net-Zero Banking Alliance, citing increasing political scrutiny, legal concerns, and regulatory pressures. These departures have raised questions about the strength of collective financial-sector commitments to climate action and the challenges associated with maintaining ambitious net-zero targets in a complex and evolving political environment.

Recent surveys indicate a decline in confidence among business leaders regarding the likelihood of achieving current net-zero targets within the proposed timelines. From a UK perspective, a poll conducted by the BSIfound that approximately 71% of business leaders believe the government cannot simultaneously grow the economy and achieve its net-zero objectives. Furthermore, around half of the respondents considered the government's target of reaching net-zero emissions by 2050 to be unrealistic. Although 64% of businesses remain committed to the UK's legally binding 2050 net-zero target, this represents a notable decline from 83% recorded in 2024. These findings suggest growing concerns within the business community about the feasibility, costs, and implementation challenges associated with the transition to a low-carbon economy, despite continued support for long-term climate goals. The poll also identified the cost of implementing net-zero measures as the most commonly cited challenge, consistent with findings from the previous year's survey.

Positive Signs That the Net-Zero Transition Continues to Advance to Some Extent

Despite the challenges and setbacks discussed above, there are encouraging indications that the global transition toward net-zero emissions remains on track. This is reflected in the broader trend of continued commitments and actions by governments, businesses, cities, and regional authorities around the world.

The number of entities adopting net-zero targets has continued to increase globally, demonstrating sustained recognition of the need to address climate change and reduce greenhouse gas emissions. Although the rate of growth in new commitments has slowed compared with previous years, the overall trajectory remains positive. This suggests that while the pace of implementation may be evolving, support for long-term decarbonization objectives remains widespread across both the public and private sectors.

According to the Net Zero Tracker 2025 report, a significant proportion of the world's largest listed companies have now adopted net-zero commitments, collectively representing a substantial share of global corporate revenues. This demonstrates that, despite growing economic and political challenges, net-zero targets continue to play a central role in corporate sustainability and long-term business strategies.

A recent Reuters report suggests that many businesses continue to invest in clean energy, electrification, energy efficiency, and decarbonization initiatives, driven not only by regulatory requirements but also by the commercial opportunities these investments offer. Companies increasingly recognize that such measures can enhance competitiveness, reduce operational costs, strengthen energy security, and create long-term value, making sustainability a strategic business priority rather than merely a compliance obligation.

A particularly encouraging development is that global investment in clean energy remains strong and, in many regions, continues to grow at a faster rate than investment in fossil fuels. This trend suggests that, despite political and economic uncertainties, investors and businesses increasingly view clean-energy technologies as critical drivers of future economic growth, energy security, and long-term sustainability.

What Is Really Happening?

Many analysts describe the current phase of the net-zero transition as a shift from "easy pledges" to "hard implementation." Between 2019 and 2022, governments, corporations, and other organizations announced ambitious net-zero targets, often framed as long-term commitments extending several decades into the future. However, the focus has now shifted from setting targets to delivering tangible results.As implementation progresses, policymakers and business leaders are increasingly confronting the practical realities of achieving these goals. These include substantial financial costs, infrastructure development requirements, technological limitations, supply-chain constraints, workforce challenges, and complex political trade-offs. Consequently, the debate is no longer centred on whether net-zero ambitions should exist, but rather on how they can be achieved in a manner that is economically viable, socially acceptable, and politically sustainable.This transition from commitment to execution helps explain why progress may appear slower or more contested today, even as long-term support for net-zero objectives remains widespread across many sectors.

In reality, ambitious climate rhetoric is now being tested against practical implementation challenges. Some targets have been delayed, revised, or weakened, while scrutiny of the feasibility and credibility of net-zero plans has intensified. At the same time, investment is increasingly being directed toward regions and sectors where policy frameworks are stable, regulatory support is consistent, and the economic case for decarbonization is compelling. These developments suggest that the focus is shifting from announcing ambitious commitments to delivering measurable and economically sustainable outcomes.This reflects growing awareness of the economic, technological, and political complexities involved in delivering net-zero targets at scale, even as the long-term direction of travel toward decarbonisation remains largely intact.

To strengthen efforts toward achieving net-zero targets and ambitions, governments may need to invest billions in infrastructure development, targeted subsidies, and research and innovation programs. At the same time, businesses may be required to replace existing equipment before the end of its useful life, redesign supply chains, and adopt emerging technologies that are often more costly in the short term. These requirements highlight the scale of economic adjustment involved in the transition to a low-carbon economy.

Bottom line

Net-zero ambitions are not broadly reversing; however, they are becoming increasingly contested and less universally accepted within political and economic discourse. The current trajectory is characterised less by a uniform global race towards net zero and more by growing divergence, with countries and companies emerging as leaders, laggards, or actors slowing the pace of transition. While overall ambition remains widespread, confidence in the feasibility of achieving many of the original targets and timelines has weakened.
